If you've run into Zapdos and haven't caught it, go check it's location in the Pokedex and travel there, it always rains on the routes it's currently in.

Other than that try Kiloude City.

The day I got the game I spent all night trying to evolve Tyrunt, getting even more pissed at my mate who's Aurorus evolved pretty quickly.

Luckily Pan was the only cuhrazy one on my team. But it did make me realize how bad it could've gotten. I still haven't seen everyone GenVI though. Most the time on this board I can't tell whats official and what's a fanemon.
