That was a test of the system. After all there were lots of Karps in the Lake of Rage. And Gyrados is a pretty powerful pokemon upon evolution. But you honestly believe that TR, the ppl whom abuse pokemon for money WOULDN'T use said machine on other pokemon? Hell Lance probably paid for them to evolve his Dragonairs and was in the middle of removing his connection to their plot when the deal went south. Why do you think he used HYPER BEAM on that rocket when you walk into the shop?
