So Raising a Kindra with swift swim. Is it worth putting any EV in speed if it's just going to be doubled anyway? And if not, what else should I EV train in addition to SP. Att ?

I'd go Modest with 30HP/252SpA/228Spe. This lets you outspeed max speed Choice Scarf Latios when swift swimming. Opposing kingdra will remain a problem, but they're quite rare nowadays, and if you give it Haban Berry it should survive their hit and KO back.

go for focus energy/dmeteor/surf/ice beam, it has near flawless coverage and since you're critting every turn nothing wants to switch in, it only really has two hard counters (empoleon and azumarill)

You're using a setup move that effectively gives you +1.

And you can't hold a life orb or leftovers if you want it to work reliably.
