Those other speeds are all below 112 and 111 speed, which received some incredibly common threats in the form of Mega Lucario, the Genies, the Muskateers, and more. Barely any threats have been added above 115 since Gen 4 aside from Talonflame, who is all about priority anyway, it could have 5 speed and that wouldn't matter. Greninja, who performs as a support late game sweeper if anything, rather than an immediate threat, and Mega Gengar, who is notably weak to dark.
