Return, Crunch, Wild Charge, and Fire Blast would prob be the best set it could run as Moxie. While it is fast, you would definitely have to go for a naughty nature to offset it's fairly crappy attack stat.

How about things like giving pokemon technician when they dont have the ability to abuse it that well like mr.mime or serene grace on sawsbuck despite it not knowing any moves with a special effect.

I dont see how its so hard to make abilities fit a pokemon and be good at the same time. It cant be that hard can it?

All pixilate mons also learn Moonblast, which is stronger, although it doesn't bypass subs.
The only good thing I can come up with is using Round in doubles with a choice scarfed partner.
