Does ANYBODY here have an explanation for why Ash conveniently forgets basic information about things at the start of a new series, or why his Pikachu reverts to level 5 despite the shit it's done?

Anime has never really followed the same rules of the game, and even then it's never stated "pokemon straight up grow simply from killing other things" It may simply be a placeholder to represent learning over time, and to work better with RPG mechanics, not magically harvesting power from the corpses of foes. However the reason ash has to be such a DIPSHIT is just because they're lazy writers and need an excuse to start fresh in a new place.

Even if it didn't operate on RPG mechanics; why is Pikachu treated like a weak little shit when it goes up against a brand-new Snivy when 10 episodes previous it was rocking the floor with Latios at the championship? Even if you don't 'level up' in the traditional sense, constant combat like the kind in the Anime makes you progressively better over time, realistically Pikachu should have no problem whatsoever with most 'mons.

Because the anime is long. And aimed at kids. It's presented in a way that all information required is given to viewers at every time and new young kids can get into the series at any time without having watched the hundreds of prior episodes.

The pokemon anime has kept a pretty consistent target audience throughout the many years it's been on tv, as the people watching it grow up and stop watching and younger kids grow into that demographic and start watching they do what they can to continue to have an audience.

Easy.

I vaguely remember pikachu learning iron tail during the johto series (correct me if im wrong). It seems like that's its signature move besides thunderbolt. Does pikachu still have electroball and volt tackle during the new series?

Well in B/W, he was rekt by zekrom's thunder, and sucked all the power out of him. So he reverted back to level 5.
Dunno about X&Y though, there's no indication of Pikachu losing his power.

simply put, because the writers are lazy, it's blatantly obvious when he is of course wrecking legends and then getting shitterstomped by a brand new starter, but the writers turn a blind eye to it, figuring it's best to have a few people rage silently then forget, than it is to re-use generic "oh no he has lost his power" excuses or other such shit.

In Unova he got zapped by Zekrom and kept hurting itself whenever it tried to use electric attacks.

If anything, it sort of makes sense. IIRC, Gen 4, Pikachu didn't reset. That was the gen he got closest to winning the league, Pikachu being at its strongest, taking out Tobias's Latios almost singlehandedly.

Well it should.

Anyway, they should have picked a new protagonist for every region or at least after Johto. It would make the beginning of each series less contrived and each new character could have a new personality.

It's the only way to prevent a Dragon-Ball Z-like story arch.

You see a bad guy, you get stronger, you beat the bad guy
New bad guy is stronger than old bad guy, you get stronger, beat new bad guy
and so on

Pokemon resets every series so they don;t have to resort to Pikachu battling literal gods.
They save that shit for the movies.

It's still stupid, but it's the only way to maintain a series where battling is a primary focus.
