Starters and pokemon like Lucario were made predominantly male to make breeding extra difficult to ensure that they are indeed a relative rarity.
I assume that 100% male Gallade VS 50/50 Gardevoir too was meant to build some in-game characteristic to this line. After all, people will sooner or later meet the evo requirements. Making Gallade into monogender Pokemon ensures that - as soon as player learns about natures and physical/special split, the maximum amount of decent Gallades will always remain at half amount of decent Gardies, both male and female - thus preserving the premise of the family while allowing it to thrive on both sides of attack spectrum.
I doubt that GF gave a shit about anti-male Gardevoir malcontents, ESPECIALLY given that there was little to no issue with this fact back in gen 3.
