Huge Power? Nah, still has less Attack than Salamence or Scizor, not OP.

Wonder Guard? Doesn't fix anything.

Magic Guard? Pebbles wouldn't matter anymore but everything else would still be a problem.

Any moves? Nope, not with those Attacking stats.

If Ledian got Huge Power, Aerilate, AND Magic Guard at the same time and learned Extreme Speed, then MAYBE it could jump to OU, just maybe.

Or it could get something BS like:

Wonder Boon: All secondary effects are guaranteed

If you're going to talk about buffing Barbaracle, the absolute minimum item to consider is Crabhammer. Flavor-wise, it's a stretch, but doesn't require the sort of mental breaks that made Ice Punch Wooper possible. Gameplay-wise, it's boosted by BOTH of Barbaracle's abilities, since it's a 100/90 Physical Water-type move that makes contact and has a high critical hit ratio. Crabhammer + Scope Lens gives a 50% crit rate this gen, and the power of a Sniper crit makes it significantly stronger than Tough Claws on average.

Honorable mentions: Aqua Jet, Head Smash.
