In terms of "steps" as in step-based events like egg hatching, how exactly do rollerskates work?

I mean what exactly constitutes a "step" on the rollerskates?

Is it strictly based on how many tiles you traverse, or is it based on an actual distance gone while on the skates?

For example if I rollerskate around in tight circles that rarely leave the tile I'm on, will I get any steps?
