The only thing togekiss is missing is 20 base speed (85/95/115 defenses make it similarly bulky to jirachi, and it's 120 SpA makes it about as effective at dealing damage as jirachi's iron head)
The biggest things that changed is now permaweather isn't a thing, so jirachi can't easily tempo with thunder for the para, steel no longer resists ghost or dark, so it has 4 weaknesses, and now togekiss is packing fairy typing which improves it defensively even more.
Basically it's the 'hax' that you have a problem with, which is understandable, as no pokemon should be able to take away your ability to fight 70+% of the time (which is out of 'hax' territory and right into focus miss territory, which is a legitimate accuracy stage), and honestly, if it wasn't for the fact that getting a mega would probably skyrocket jirachi to ubers, I'd want it to get one with a different, yet still good, ability, something like an instant wish or the like.
