Do any Pokemon take skill to use?

I'm not talking like purposely shitty mons like unown or delibird, I'm talking like actual Pokemon that actually require skill to use right.

Try using any of the gen VI jack of all stats mons like meowstic or something.
Vivillion is a bit luck-based, but you can sleep + quiver dance + hurricane your way to victory thanks to compound eyes

No. Almost all of the skill in Pokemon comes from teambuilding. Even predictions is largely luck at high level play because you know that they know that you know etc. and there's no way at all of knowing if they will over or under predict.
