Starting with BW, the writers have dropped the rule that Team Rocket must be in every single episode no matter if their appearance serves any purpose or not.

They've only been in 6 of the first 9 XY episodes, for instance.

Only when they are following Ash. They stole a lot of Pokémon in Lumiose city before trying to steal Ash' Pikachu.

They actually stole Serena's Fennekin.

Their stated objective as of now is to "get strong and rare Pokemon". This does include Pikachu, but it's not their sole objective.
