It could just be the game's version of Lake Geneva/Lac léman, a huge lake bordered by both France and Switzerland at the foot of the French alps. It's one of the largest lakes in Europe and from some areas you can just see mountains in the distance on the other side.
There you go OP, your mind is even more blown by the realisation that large expanses of water are not necessarily sea, and that these expanses can also be surrounded by mountains.
