4MSS doesn't just mean "so many good moves, it's hard to pick just 4". It means that the Pokemon's greatest asset is its movepool and it hates not being able to utilize it.
Metagross is a classic example; if he could pick 5 moves he'd have great coverage and would be extremely difficult to counter, but by selecting only 4 moves he's forced to either sacrifice critical coverage or STAB, which makes him far less useful overall.
There are plenty of Pokemon who have great movepool options; 4MSS is what afflicts mons that can't build a really good set without leaving some gaping hole.
