Foul play is so much more useful than payback. Even if you get the double damage umbreon has shit attack. Foul play also deters physical attackers from setting up on you, since you can just use their buffs against them and ohko.

Foul Play, it needs an attacking move so its not Taunt bait. Use Payback until Bank is released though, I don't think there is any way to get Foul Play on Umbreon right now.

I've never used Umbreon, but I think Foul Play is preferred as it allows you to do damage without investing any EVs in Attack so it can be fully defensive.
