Is this little guy viable in online play? He's one of only two pokemon (three if you count prior evolutions) that can use Parabolic Charge.

He's not very bulky but he's pretty fast, and he has a solid moveset he can use.

Only serious problem is that he doesn't have any really useful abilities (outside of using Plus in a double battle) since Pickup has no use in battle and Cheek Pouch is only useful on Berries, which I'm sure you could plan a strategy around it being that he can also learn Thief.
