Stockpile, Defense Curl, and possibly Iron Defense for bulk.
Ingrain, Aqua Ring, Recover, and Rest via TM for recovery.
Some other status moves, maybe something with sleep, and an almost even mix of physical and special moves, ranging from Bug, Ice, Grass, Water, and Ground.
>Why?
The water bear is a microscopic insect in the same family as ticks and fleas. It's able to fully shut down its entire body and even survive being frozen alive only to come back to life when it thaws out. If anything were to be a viable Bug/Ice Pokemon, this thing would be it.
