Second best is Togekiss, and Ground or Electric types that outspeed it (80 base speed) are pretty much a hard counter. And if it runs Attract and Swagger, just Taunt it.

You know why they did it in the first place? It has nothing to do with evasion.
They banned Garchomp to Ubers in BW, but after BW2 came out, he gained new checks and counters so he wasn't really broken anymore.
So the logical thing to do is to retest some Ubers to see if they could come back down, right? Nope. Smogon Council refused to retest since their word is law.
That's where the Sand Veil ban comes from. I forget who proposed it, but it allowed Garchomp back in OU while letting the Council continue to look like they were correct, all while scapegoating the blame to evasion.
And I'm still pissed they never even bother to retest Excadrill.
