The villainous team grunts seem to be always divided between two types: those that general believe in their organization's values (e.g. actually want to expand the landmass for Team Magma) or are just thugs who like to cause pain. But for Team Flare the loyal grunts are pansies who would run off if you got mud on their suit and the thug grunts seem out of place for the organization.
I did like Lysandre though, maybe in disagreement to what you're saying. Seems like the Pokemon writers have finally gotten the right combination of sociopathy and moral ambiguity.
