Gen I his stats weren't bad, but venusaur could abuse the broken sleep mechanic and was the best of the starters in r/b/y.
Gen II was the time he really shone compared to Blastoise and Venusaur. Skarmbliss was all over the place and he was the perfect answer.
Gen III he could have fun with bellyzard. He was predictable but highly effective if you got him in at the right time.
Gen IV and V stealth rocks were a given and he was wrecked by them.
Gen VI he's great because of the glorious megas.
So he's always been sorta good, but never so much better than the other two and sometimes vastly worse...until this gen.
