They could make up "base stats" based on the pokemon looks, and assign them to whatever the pokemon looks like. For example, Milotic would be high on Beauty and Smart, but lower on Cool, while a Bisharp would be high on Cool, but lower on Smart. It's a really rough example, but I think you get the picture.
This would probably bring tier lists into this as well, which people might not be okay with, and also discussion on base stats, since they would be made up.
