Episode + Opening theme + eyecatch/sponsor card: 21:55
Random bullshit (Pokemon Smash preview, that "TV Tokyo's 50th Anniversary" splash, etc: 5 seconds
Ending theme: 1 minute 20 seconds
Professor Oak segment (sometimes replaced with ads for movies, contests, etc): 55 seconds
Next episode preview: 30 seconds
Final sponsor card: 10 seconds
Total: 24 minutes 55 seconds
Check the fansub of this episode, and you'll see the episode itself ends at the 21:35 mark, then you get the 1 minute 20 second ending, and then the last 20 seconds dedicated to the episode itself.
So yeah, if that scene was cut from the dub, they axed 20 seconds for no reason.
