Let's say I have my physical attacker and you have Vaporeon.
I'm faster so I use Outrage and it does 80%. Then you use Acid Armor.
You're slower, so you can't recover without me using Outrage again and OHKOing.
You actually have better bets with using a physically defense spread that can tank, say 60% of the Outrage then burn with Scald.
It just has more utility that way.
That's the same reason Chansey runs Bold with 252 Def EVs.
