1) Don't care stat isn't inherited 1/6 of the time, to get exactly 3 you need the two not guarentees to not inherit which occurs 1/4 of the time ->1/24 overall
2) One parent stat occurs 2/6 of the time. To get exactly 3, the only remaining 1 parent stat need to not be inherited which occurs 1/2 of the time ->1/6 overall
3) 3/6 of the time a guaranteed 31 is not inherited. To get exactly 3 IVs, exactly one of the two others must be inherited. This occurs 2/4s of the time ->1/4 overall
1/4+1/6+1/24=(6+4+1)/24=11/24
It's complicated, I hope that made sense. Maybe someone else can explain it better.
