I'm in the same boat man. I want to use this mother fucker, but he isn't that great. Luxray is actually better than him too haha....well not speed wise. Luxray has really good attack and special attack. so you can make him a mixed attacker probably

this guy is great actually, volt switch, surf, hidden power ice, grass knot, thunder/thunderbolt, and focus blast are the best moves he's got. with max speed and choice specs he can be very deadly, especially with solar power or dry skin.

You're right. It's not BAD but if you want it to do any damage at all, you'll have to run a nature that doesn't lower it's SpA; meaning one that either lowers its speed or defenses. You don't want either of those lower than they already are.
