What possible justification is there for that drastic shift in design

They had a wonderful thing going on with the first two, why did they have to abruptly stop with the elegant design

They could have made another line just to support Dragonite's design, and Dragonair's could have continued as it should have.

You can justify many evolutions that don't seem to make sense, but this just... can't be justified outside of the fact that they are both dragons.

You could argue that Dragonite does come from a lesser dragon growing into a true dragon, but there is no reason to turn it into... that.

Also, you forgot the point that Gyarados never became a full dragon because in the same legend the dragon was deemed too evil to be a dragon and was stripped of the dragon title, which is why it's Water/Flying, not Water/Dragon, and further its Mega Evo is Water/DARK.

Not true. This part of the myth is only found on Pokemon sites as an explanation for why Gyarados is not part Dragon.

Dragonite's color change is a reference to molting (mentioned in Dratini's Dex entries). Change from aquatic serpent to 4-limbed thing is a reference to amphibian metamorphosis and/or real evolution of aquatic life to terrestrial life.

I don't know why it lost the feathers and beads, though. Those are main things I'd want a Mega Dragonite to have.
