I'm really interested in boomburst but who would be the best user for it? Also are there really only four pokemon that can learn it?

Chatot has higher speed than Exploud, but no Scrappy.

Noivern doesn't get STAB, so there's that

scrappy exploud is the best user because it can hit ghosts. exploud also gets other good moves for coverage. surf, ice beam, overheat. i've been running one in doubles with a dual screen soundproof mr mime.

they tear through a lot of shit.

I've been running the same except Focus Miss and Flamethrower instead of Ice Beam and Overheat, works fairly well in my opinion

It can be passed through the flying egg group, so I think at least the zubat and woobat lines should be able to learn it.

i hate focus blast. i almost never use anything but boomburst though honestly. i keep thinking it would be cool to get a gastrodon to absorb some surfs but i usually just burst until the exploud dies and then clean up the rest with my other pokemon.

leading with a reflect is definitely nice for explouds survivability. and mr mime is pretty boss anyway.

Exploud has a wider variety of moves, Chatot is faster and a tiny bit stronger, but really doesn't have many coverage options.

I like Chatot better mainly because I just don't like exploud, and Chatter having 100% confuse chance and nasty plot are nice, just really hoping for a tutor in Z that teaches it heat wave again.

My vote would go towards Exploud for best user. mine isn't EV'd into Speed but instead is EV'd into Sp. Atk and HP. I just Specs Boomburst things out of my way until he dies which takes a while because he has an almost 400 HP stat. He may not have the best Defenses, but his HP is no laughing matter.
The only thing that shut me down are M-Lucario and even then I just switch to a counter.

I've been testing out potential in-game teams on Showdown (Battle Spot Doubles) lately, and Noivern with Boomburst isn't actually too bad.
I've been partnering it with Aegislash, and while Boomburst doesn't OHKO absolutely EVERYTHING (but it does OHKO some mons), it does solid damage overall.

8/10 would recommend.
