It's mainly the fact that these moves are learned by Pokémon who are either immune to electric attacks or can already withstand fire attacks, so the only ones that would have any use for it is the Budew line.

Electrify would be fantastic if something other than Helioptile/Heliolisk got it, something with Volt Absorb/Motor Drive, or a Ground type

Ion Deluge could potentially be useful on Electivire and Zebstrika, to give them either some of the strongest Physical Electric moves in the game and/or Priority Electric attacks.

I've never quite understood Water/Mud Sport
They're both learnt mostly by Pokemon who resist or are immune to the type they're trying to weaken.
Even on a Pokemon who's neutral to the type, it still seems a bit too specific. They could come in handy against a fire/electric gym I guess.
Am I being retarded and there's more to it or something?

Wait, does Electrify permanently change the move it hits into Electric-type for the rest of the battle or does it just turn it into Electric-type for that turn alone?
