>>16587584Meganium was the "hardest" starter in gen II (weak to the first two gyms, the fourth gym, the sixth, seventh and eighth gyms, humiliated by most of the elite 4), but is very strong in Kanto (similar to Bulbasaur in Gen I being easymodo for gyms). Cyndaquil is the easiest for very new players while Totodile Rage can beat just about anything in the game if you know what damage ranges there are. All in all, I would recommend Cyndaquil to a beginner to Pokemon, Totodile to a Gen I player, and Chikorita to a seasoned player.
