For Example, Helmethorn is still taking 80% of it's health to a +2 eq, so at worst it's only softening up a competent kanga player. You also have the choice between Knock Off, Crunch and Sucker Punch on Kanga, and every day the former two are looking even better than the latter because of kanga's bulk.
Return is still a potent stab move with great neutral coverage, but could be dropped for things like body slam (In bank), which has a 51% para rate for kanga. In addition, you could also opt for more coverage overall instead of a stab, and you still have the tempo play in Power-Up punch.
Ignoring those things, it's still a roughly 100/100/100 bulk pokemon with 100 base speed, while also being 125 base attack and effectively banded but with positive effects rather than negative repercussions.
GF did their job well. They turned a very mediocre pokemon into one with an effective legendary status.
