This move's distribution makes no goddamn sense

What is the translation of the Japanese name for the attack? It might be an Aerial Ace of sorts?

Dazzling Gleam (Japanese: マジカルシャイン Magical Shine)

Even if there was some obscure Japanese bullshit reason, the internal logic of what does/doesn't get the move still doesn't work. Why do Vileplume/Roserade get it but Lilligant doesn't? Why doesn't Dedenne get it when almost every other Fairy type does?
