Because it comes with the connotation that the pokemon is outclassed entirely by another pokemon, that being one of the main reasons something drops from OU (the other being it's just shit at its work)

Don't get me wrong I'm totally keen for UU tiers to be defined so we can have some fun with the less viable XY Pokes. Just making an observation about Goodra here.

I don't see it falling to UU. It's good a offensive mon/trapper. If it was introduced last Gen it'd be a bigger deal with Hydration. I'd say it's probably going to be in the same boat Hydreigon was in Gen V.

That's not necessarily true either, a lot of Pokemon in UU tended to be OU in a previous Gen but fell due to power creep, they didn't get worse something else came in and was better. That's also not accounting for those UU Pokemon are nearly OU but their usage stats are just barely low enough for them to be in UU. Or the Pokemon that change between OU and UU in a single Generation (like Haxorus). Only on /vp/ is UU a synonym for bad anyway.

Not for long. They're both going to BL if they're still below the threshold when the tiers finally settle down. Metagross? Sure. Haxorus? Maybe. A pair of hideously powerful mixed wallbreakers with hideously large offensive and support movepools? Hell no. Even with Fairies, those two do not belong in UU. Maybe after another Generation of nerfs.

Chansey/Blissey can learn Seismic toss. You can also bait with counter with Eviolite chansey and still live. (Assuming its not an ultra strong phys move. EQs from most mons tend to only knock mine to halfish HP)
