Now, in the anime movies, we're shown 3 Shiny beasts of exceptional power; my version of the theory is that this set is the one that burned in the tower, and Ho-oh revived them as shinies.
Do I have anything to base this theory off of? Just conjecture; I personally believe that, with the exception of Arceus and a few others, most legendaries are species in-universe, and we only get 1 of each for gameplay purposes.
