I would suggest changing Draco Plate to "limited flight" (slower, maybe a limitation on how high/how often the user can fly) and Sky Plate to "mastery of flight". Maybe give heightened agility/dexterity to Sky Plate users to help counter how fragile they become.
On the other hand, Spooky Plate is a little OP, it could do with a passive negative. As it is, you can hover, go invisible, and move through ALL matter with absolutely no downsides unless you start cursing people, and even then you presumably regain strength over time after lifting the curse.
