What makes Brawl just that much worse is that it doesn't reward risk-taking and ingenuity to the extent that melee does. Taking a huge risk to get an attack in gets you nowhere because there are no combos outside of a few guaranteed one-two punches due to the low hitstun. This, with the help of the incredibly low gravity and infinite airdodges, turns Brawl into a hyper-defensive hit-and-run game where offense is almost always the less efficient strategy, unless you're playing Meta Knight (or Zero Suit Samus in some matchups).
TL;DR Brawl is a less satisfying game to master and has only stuck around this long because of hype and how good Melee is.
