Empoleon and Lumineon were also intended to be eeveelutions, but were replaced at the last minute by Leafeon and Glaceon because somebody remembered Vaporeon existed and realized we didn't need three different water type evolutions for Eevee. But they almost went through with it anyway because GF loves water types so fucking much.
