I didn't do the calcs, but getting that extra power for a certain OHKO may be crucial. And if it isn't, hitting on the physical side is a much better side effect than hitting through protects, so Psyshock is still superior, more so because Hoopas main move will be Shadow Ball anyway.
And for Aegislash: Not only is Shadow Sneak a clean OHKO on Hoopa under basically any circumstances and it wouldn't risk King's Shield in fear of WoW, Shield Forme Aegislash can also shrug off your 80 BP move, so Hoopa would be better off using WoW and crippling Aegislash anyway -- if you're stupid enough to stay in on a mon that can prioity-kill you that is.
Again, the signature moves aren't outright bad, but they're just not good enough to be interesting.
For Steam Eruption: Because you don't really want "Hydro Pump level damage". Volcanion is slow and bulky and will want to abuse that. I can see two possible use cases:
(a) Setup, if it gets a good set-up move like Shift Gear. But it won't get Quiver Dance so the only chance a setu-upper ends up special is when it gets Ice Beam (the only reason to go special) and Agility. Then, yeah, Steam Eruption is useful, but still only slightly better than Hydro Pump. It's a good move but a wasted signature move. Oh, and Nasty Plot sets will probably prefer Surf for that 5% missing against your opponent's final EQ user....
(b) Bulky burnshuffle. That's the more probable set IMO, since it can already work with Scald/Lava Plume/Toxic/Filler. But since Steam Eruption is likely to have 8PP only, this set will prefer Scald.
