They literally made Kyurem change forms as he pleased without Reshiram and Zekrom being included. Why? Because they don't care about making sense, they care about including a legendary Pokemon in their movie so they can net more profit off of it. They know people will attend a movie just because they heard their favourite legendary being mentioned.
