All digis of the same level seem fairly even with each other, and the roles they play vary on who wrote it. There are some exceptions, but it has little to do with type. I'm not even sure if there is a solid canon on who is more powerful than what, but this certainly has nothing to do with it. (I follow my own system that ignores canon in a lot of places, though)
