Feraligatr and swampert are swamp related, I doubt they will get drizzle

Empoleon is arctic related, snow warning makes more sense

Samurott is based on a samurai, I also doubt it getting drizzle but samurott is the closest we can get.

Although Swampert is swamp related, I fail to see how that keeps him from being viable to get Drizzle. If anything, I think he makes the most sense.

I see Feraligatr getting something like Strong Jaw or Tough Claws, Empoleon getting something a little more defensive, and Samurott getting something like Sniper.
