There have been others, too (Treecko and Pignite for example). Froakie has the kind of personality that leads to evolution, I think, not to staying as is.
I agree with you about the mascot point, but I don't see Froakie as a mascot. Popular, maybe. But not the "mascot," like Piplup or Axew. If anything, Dedenne (cute personality, never in Pokeball) is taking that role this time around. We haven't even seen Froakie most episodes, so I don't he has that mascot restriction.
