Breed with a 0 speed. Also, instead of Substitute and Power Whip, you could go for Thunder Wave.
I also prefer Rocky Helmet on Ferrothorn because it works well with Iron Barbs.

You could try and find a 0 speed IV Ditto and breed it with the Ferroseed/thorn until you get 0 speed. Using the 0 speed Ferroseed, breed with a 4 IV Ferro with maxed Hp, Atk, Def, SpD. Put the Everstone on the 0 speed and Destiny Knot on the 4 IV. You should eventually get a 31/31/31/x/31/0
