Of course even when the hit is resisted, it's going to be hitting for the same amount of damage as a neutral Dark Pulse/Shadow ball.
Because of this, the only pokemon carrying dark pulse for that matter are pokemon that simultaneously resist both your STABs and are weak to Dark Pulse/Shadow ball, which is basically:
-Slowbro
-Starmie
-Slowking
-Rotom
-Victini
-Jellicent
-Chandelure
-Delphox
-Aegislash
-Doublade
Of course, by running flash cannon, you hit for double damage against things that you wouldn't be able to hit for double damage, like salamence, gliscor, and many others who resist fighting, but do not resist steel.
Of course you could run all 3, but that means not running setup or priority, and priority will be critical a large portion of the time, hence those 3 probably being the 3 attacking moves to use together.
