Consider that Victini was only available through a one-time event item. Also consider that Victini can't be bred for perfect IVs and the right nature, where Delphox is both a starter and in the friend safari.
Yeah, this means nothing if you play exclusively on Showdown. But if you want a fire/psychic type and you can't use Victini, the disparity between the two isn't THAT big.
