Granted some legendaries have no responsibility to bear, such as Mew or Victini. In that case, it is understandable for them to behave like kids, especially considering their physical appearance.

Some have animalistic traits or bodies, but their sentience makes them different. They evidently have a moral compass, as well as logic and reasoning. If normal Pokemon are to be considered people, then surely legendaries, the strongest ones in existence, are to be regarded as leaders, superiors, or even gods.
