All mega evolutions have the same base HP as their previous form. This biggest thing keeping Shuckle from being better is its incredible low HP. More defenses would be nice, but more HP would be MUCH better. Also, most mega evolutions has a tendency to change the Pokemons ability. Shuckle needs Contrary for the Toxic/Infestation/Shell Smash/Rest set.
Shuckle needs a regular evolution, but that would just give way to Eviolite Shuckle, and I wouldn't wish that on anyone.
