Did flying types really need to be hit by hazards? Was that so unbalanced that they had to fuck them over? Did we need it to be a TM?
It only takes one turn of set up, everything learns it, and there's not much of a reason to use Spikes. Sticky web is another specialized hazard with limited distribution to certain types of Pokemon. That should have been stealth rocks. A hazard, not THE hazard.
