They might as well have just made legit split evos, then. I think they made it this way so it would not count in the amount of pokemon added to the dex. Otherwise, you indeed have the problem of preventing evolution. Also, this was supposed to be "beyond normal evolution". I think allowing a lesser form would defeat the purpose there. If you want to argue that, then you just hate Megas altogether and it's pointless to argue.

If you're going to argue that, then I think the entire idea is arbitrary and every final evo or standalone should've had a Mega. The only real reason is that they weren't able to make that many.
