If you're playing competitively, people are going to want to win. And if they want to win, they're going to use the strongest Pokemon. Every competitive game ever has similar properties. If it weren't for the tier list they set up, you'd have no choice but to battle in OU. At least with tier lists you can have more variety and still have a good chance at winning.
