Not being a mega evo.
Besides M-Manectric it's the one that suffers the most from being unable to hold items.

This. GF really dropped the ball here. Blastoise is a tank, always has been, always will be. It's new ability plus some creative breeding can give it a pretty good movepool to utilize, and if they'd just tacked on Steel then it wouldn't have made him broken, just a lot more durable. No idea why it didn't happen.

Still love the fucker and use him anyway. Just disappointed he didn't get to be everything he could have been.

He's only weak to Electric and Grass and has respectable bulk, with huge attacks like a Focus Miss without the miss.

He's good, just not outstanding. Hydro Pump, and Flash Cannon maybe getting buffed by Mega Launcher would be cool. Shell smash maybe, or a good form of recovery.

They're Pokemon, I'm not even sure how extensive and literal "shell smash" is, and Blastoise is a lot tougher than Carracosta. Plus it would be good for Blastoise to have.
